Barclays Bank credit rating cut by Moody’s

An international credit ratings agency has downgraded the creditworthiness of British bank Barclays LSEBARC

The bank’s shares fell on the news that Moody’s had cut long-term debt ratings from “Aa1” to “Aa3” on the back of fears of nationalization, significant losses and write downs of more bad loans as the recession bites. The bank’s financial strength was also downgraded from “C” to “B”. Last week, another agency, Fitch, downgraded the bank one step to “AA-minus”.

Barclays is one of the few major “High Street” banks in the UK not to have taken any government capital support. The support is given in return for shares, giving the government significant – sometimes even controlling – stakes in other banks, such as Lloyds Banking Group and the Royal Bank of Scotland Group.

Moody’s said that the downgrades “reflect [our] expectation of potentially significant further losses at Barclays as a result of write-downs on credit market exposures as well as an increase in impairments in the UK, which could weaken profitability and capital ratios… [we consider] the systemic importance of the bank and the likelihood of receiving government support in case of need to be high.”

The bank has forecast a pre-tax profit of £5.3 billion for 2008. It has £36 billion in committed capital equity and expects gross write downs of £8 billion. The bank has recently been referred to the UK’s Serious Fraud Office over allegations of breaching South Africa’s foreign exchange controls, something the bank denies.

China lifted its three-day block on 16 of the country’s Twitter-like services, including the two largest, which are Sina’s and Tencent’s microblogging sites.

China said it carried out the ban on the sites’ commenting function because microbloggers were using the sites to spread conspiracy theories and rumors about the disappearance of politican Bo Xilai on March 15. Bo was once mayor of Dalia, the party chief of Chongqing, and thought to be a likely candidate for the China’s elite Politburo Standing Committee. Bo vanished a short time after his former chief of police, Wang Lijun, had also been reported missing after he attempted to seek asylum in the United States through a consulate. The government said Wang had left due to stress. Bo’s disappearance came to light when the microbloggers posted the news. China retaliated for what it called illegal chatter about Bo’s disappearances and claims of military operations, weapons fire, and even a purported coup.

Sina and Tencent both referred to the government’s action in statements as a “cleaning up” period. As many as 700 million subscribers were unable to comment on posts during the period of the block, although they were still able to write new messages and forward messages to others. The talk persisted through those two functions, especially the forwarding of messages. The block was not the only fallout from the incident as six people were taken into custody for fabrication and others were brought in for questioning.

On Friday in Pakistan, Mohammed Waseem, brother of social media personality and feminist Qandeel Baloch, was sentenced for her murder to life in prison by a court in Multan. Waseem confessed to killing his sister by strangling her in 2016 in what has widely been called an honor killing. She was 26.

Baloch and Waseem’s mother, Anwar, wept upon hearing her son had been convicted and said she believed he was innocent. In August, the parents tried to have Waseem released by saying they forgave him for the killing. Until recently, Pakistani law allowed the perpetrators of honor killings to go unpunished if forgiven by the victim’s family.

Even though Waseem confessed to acting alone, several alleged accomplices, including Muslim cleric Mufti Abdul Qawi, were tried by the same court. All, including Qawi, were acquitted. Baloch was murdered a few weeks after publicly posting pictures of herself with Qawi on the Internet, and Qawi drew criticism for associating with her. Qawi was later accused of inciting the murder in some way, which he denied. Some of Qawi’s supporters threw flower petals as he was leaving the courthouse.

Waseem appeared in a news conference after his 2016 arrest in which he expressed no regret for his sister’s death and specifically mentioned family honor. He has since said his initial confession was forced.

“As women we must stand up for ourselves. As women we must stand up for each other[,]” Baloch wrote on social media shortly before her death. “I believe I am a modern day feminist.”

Qandeel Baloch made videos and social media posts depicting her dancing, singing, lying in bed or, on one occasion, offering to disrobe if Pakistan defeated India in a then-upcoming cricket match, all of which are considered controversial for women in Pakistan.

When Baloch was born, about 250 miles (400 km) southwest of Lahore, she was Fouzia Azeem, daughter to a poor farming family. At the time of her murder, Qandeel Baloch, nicknamed the “Kim Kardashian of Pakistan,” had about 750,000 followers on Facebook, and wrote about feminism. In an interview with Dawn, she said as a teenager she was forced into an abusive marriage by her family. She also said that her much-older husband attempted to disfigure her with acid. Baloch ran away from the marriage to a shelter with her son but later returned the boy to her husband when she could not support him.

Since Baloch’s death, Pakistan’s laws about honor killings have changed. Though the accused can still avoid the death penalty if forgiven by the victim’s family, the minimum prison sentence for the crime even if forgiven is now 25 years. Waseem is eligible to appeal.

British Prime Minister David Cameron made an unannounced visit to the Libyan capital city of Tripoli yesterday after visiting Algeria earlier in the day.

David Cameron pledged that Britain would help in training Libya’s security forces. He said in a joint press conference held with Libyan Prime Minister Ali Zeidan that “the British people want to stand with you and help you deliver the greater security that Libya needs”. Cameron also reiterated his support for the French-backed intervention in Mali, denying suggestions put to him that foreign intervention in Islamic countries would lead to a backlash against Western nations by al-Qaeda.

The security was tight during his walkabout in the Martyrs’ Square, where police attempted to hold back the locals as a police helicopter flew overhead. His visit to Tripoli comes in the aftermath of recent threats to the British embassy and just a week after British citizens were urged to leave the second largest city of Benghazi due to a “specific and imminent” threat to Westerners.

Police officers investigating the 1988 Lockerbie bombing from the Dumfries and Galloway Constabulary have been granted access to new information to help them with their inquiries. In 2001, Abdelbaset al-Megrahi was convicted of murder and sentenced to life imprisonment but was released in 2009 on compassionate health grounds and died last year.

Andrew Martinez, a former student at the University of California at Berkeley who was better known as “The Naked Guy” in the early 1990s, committed suicide on Thursday. He was 33.

Guards at the Santa Clara County Jail reportedly found Martinez unconscious in a jail cell, with a plastic bag cinched around his neck, at about 11:19 p.m. Wednesday. Martinez was taken to a local hospital where was pronounced dead early Thursday. He had been incarcerated since January 10 on charges of battery and assault with a deadly weapon.

Martinez is best known for attending his classes in the nude in the fall of 1992. He became an instant celebrity, appearing on national television talk shows where he defended his practice as a form of free speech and a challenge to sexual repression in Western society.

Martinez was eventually expelled from UC Berkeley for violating the school’s code of conduct, and Berkeley city officials passed a strict anti-nudity ordinance.

Family and acquaintances report that Martinez had been suffering from undetermined mental illness over the past decade for which he never found comprehensive treatment, and had been in and out of halfway houses, psychiatric institutions, and jail.

Said close acquaintance Bryan Schwartz, a civil rights lawyer in Washington, D.C., “He was a person with tremendous gifts and charisma who could have been a great asset to our society, but instead I feel like society — me included — failed him. It’s such a waste.”

On Friday, Wikinews learned Dr John Nathan Shutt, a long-time contributor to both Wikinews and Wikibooks, died on Wednesday. Editing under the name Pi zero, he was at the time the top contributor to Wikinews by edit count, and came third on English Wikibooks. Dr Shutt was 56 years old.

Dr Shutt’s elder sister, Ms Barbara Shutt, informed Wikinews about his death via email on early Friday. His mother Elsie Shutt had called 9-1-1 emergency services after he had trouble breathing. By the time the ambulance came, Dr Shutt was unconscious. Ms Barbara Shutt also added the doctors operated on him for two hours, but at the end, Dr Shutt died either by blood clots or by a series of heart attacks.

Dr Shutt was the most active editor and administrator on this project and had been contributing as Pi zero since September 2008. He was promoted to administrator in July 2010 and became a reviewer in August 2010. Since then, he has peer-reviewed then published over a thousand news articles on-wiki, the most recent being just a day before his death. He made over 160 thousand edits and over 120 thousand log entries on English Wikinews.

He also held reviewer and administrator privileges on English Wikibooks, having contributed to several wikibooks including Conlang, World Religions, Solar System and The Elements; and created Stacks, a mechanism for sorting the project’s content.

Dr Shutt would occasionally write blogs on his blogger called “Structural insight”. Dr Shutt was interested in constructed languages (conlangs). He was an avid reader, and enjoyed J. R. R. Tolkien’s The Lord of the Rings novels.

In a discussion about Tolkien’s works last year, Dr Shutt said, “I read The Hobbit when I was, I think, a teenager. I read it again a few months ago; not sure if I ever read it between those times. It’s a wonderfully written story — by a linguist and, in fact, a conlanger. I’ve got the Lord of the Rings (the books, I mean), which I’ve read at least a couple of times over the years. And the Silmarillion, which covers the earliest part of Tolkien’s legendarium. Christopher Tolkien, his son who was close to his fantasy writing, is his literary executor and has spent the past half century of his life editing and publishing various of his father’s papers. I actually got for christmas… a year ago, I think, The Fall of Gondolin, which Christopher says will be the last of his father’s books that he publishes.”

Dr Shutt was awarded a PhD in Computer Science in 2011 from the Worcester Polytechnic Institute (WPI), Massachusetts. His research interests included Abstraction theory; the Kernel programming language, a Lisp-based language which he created and was his dissertation topic; Recursive Adaptive Grammars, the core of his master’s thesis as well as Self-Modifying Finite Automata which he developed with Roy Rubinstein. He had received his master’s degree in 1993, five years after finishing his bachelor’s degree, both from WPI. Dr John Shutt was also interested in adaptive grammar as well as category theory. He often programmed in Lisp, enjoyed xkcd comics and used Emacs as his choice of text editor.

He had spent one year at the Brown University for his post-graduate academics. Recalling the experience, Dr. Shutt said, “I spent one year at Brown, but it didn’t work. And was a traumatic experience for me; it took me a couple of years to recover enough to make a second try at graduate school.” Dr Shutt shared an office with Paul Howard in the 1988/89 academic year at Brown University. In July 2019, Dr Shutt said, “It saddens me that I forgot to wish Paul Howard a happy birthday this year, and he appears to have forgotten to wish me one either. First time we’ve failed to exchange birthday wishes, even if belatedly, since we were assigned to share an office in the 1988/89 academic year at Brown”.

Andres Navarro and Oto Havle had created an implementation of Kernel programming language, called kernel, which was mentioned in a presentation at BSDCan by Michael MacInnis. Recalling that incident in November, Dr Shutt said, “Two or three years ago, this guy Michael MacInnis emailed me. He was getting ready to give a talk at BSDCan (an annual BSD conference in Canada) about a new UNIX shell he was ready to release, called Oh; and he wanted to know if it was okay if he mentioned my name in regard to fexprs, ’cause my dissertation had come out as he was putting the design together and Kernel-style fexprs fit wonderfully well with his concept so he used them. I assured him I was fine with having my name mentioned. Last night I was watching the video he provides of his talk, which iirc he felt went very well. I’ve been meaning to learn in more detail how the shell works; it was kind of fascinating to me how it very easily does away with most of Lisp’s parentheses despite being fundamentally Lisp. (Cons cells and fexprs. Profoundly Lisp.)”.

Dr Shutt lived with Asperger’s syndrome. In a discussion with one of the Wikimedia volunteers, he said, “As often happens with aspies, I was a hyperlexic kid, some of which has lingered.”

Dr Shutt lived in Massachusetts, US, and is survived by his mother Elsie Shutt, his sister and niece Barbara and Hannah Shutt, his cat Pickles and his brother David Shutt. Dr Shutt would have turned 57 next Friday.

The death of Scottish artist Alan Davie was announced on Sunday. Davie, 93, was known for his colourful abstract paintings.

Davie’s career also saw turns as a jeweler, a jazz musician, a lecturer, and a poet. Born in Grangemouth, near Falkirk, in 1920, he studied painting from 1938 to 40 at Edinburgh College of Art.

His father was a teacher who dabbled in art and his mother’s family was musically inclined. Upon seeing Coleman Hawkins performing in a music shop in Edinburgh, Davie borrowed £600 from his father to buy himself a saxophone. After serving in the Second World War, at which time he wrote much poetry later transcribed by his father, Davie toured with Scottish jazz bands.

Davie’s work was admired by the likes of Jackson Pollock, Mark Rothko and David Hockney. Davie himself collected non-Western art and liked tattoos, graffiti, and ‘outsider art’. His final interview before death, with The Telegraph, gave an insight into how he viewed art: “It’s an urge, an intensity, a kind of sexual need[…] something I do from an inner compulsion, that has to come out.”

He initially avoided painting as a career at all, then spent several years earning money by other means whilst his paintings failed to sell. His exhibitions in the late 1950s, however, were highly successful and launched his career. He was in the habit of choosing titles for his art only after completion.

Despite a strong presence owing to his lengthy red beard and off-beat humour, he was shy; his international fame waned. Recent years have seen a revival of interest with price increases for his early art. London alone is host to three exhibitions this month including at the Tate.

Tate Britain calls Davie “one of the first British artists after the war to develop an expressive form of abstraction” producing “kaleidoscopic canvases[…] that the artist relates to his love of jazz”.
