Chinese President Hu Jintao met with the European Union’s leaders Jose Manuel Barroso and Fredrik Reinfeldt in Nanjing, Jiangsu Province, China. The EU leaders were in China to attend Monday’s twelfth China-European Union (EU) summit. Barroso said China-EU relations are “more mature, deeper” then before.

China-EU trading relations have grown over the last 35 years. The volume of trade between the pair reached US$425.58 billion in 2008, an increase of 19.5% over the prior year. Bilateral relations are far closer now than in previous years.

Swedish Prime Minister, Fredrik Reinfeldt, said the Lisbon Treaty would help strengthen EU-China relations. Summit attendees also talked about nuclear non-proliferation, disarmament, human rights, climate change, combating financial crisis and financial investments.

Before the twelfth China-EU summit, Chinese Premier Wen Jiabao met with EU delegates in Nanjing, and the trading partners celebrated the 35th anniversary of diplomatic relations.

On Monday, October 22, as the latest Wikimedia fundraiser began, Wikinews reporter Brian McNeil thought his own small donation could be turned into a bigger donation by his buying some advertising on a popular website and encouraging others to contribute. With this in mind he approached Howard Tayler, creator of the Schlock Mercenary webcomic.

Tayler’s response was not as McNeil expected, prompting a Wikinews investigation. Tayler refused to help the foundation raise money although he conceded that he does sometimes use the site. Instead he explained that some members of the webcomic community feel slighted by Wikipedia because over 50 articles on webcomics were deemed not to meet their notability guidelines and were deleted during January and February of 2007. Some members of the webcomics community considered this unacceptable. Whilst some of the comic related articles deleted did not qualify for inclusion in the encyclopedia under Wikipedia guidelines, the deletion of a large number of articles in such a short time period struck some webcomics writers and fans as a selective purge.

Much of the criticism has been focused on Wikipedia editor Dragonfiend, who has described notability as “whether a topic has been noted by independent reputable sources”. She has said that “If we include every article that anyone wants to write, then the encyclopedia becomes useless because nobody can find the actual needle of worthwhile information on a topic hidden in that hay stack of trivia.” She has said Wikipedia should only have articles on webcomics like Penny Arcade, Get Your War On, Fetus-X, and Achewood.

This deletion of numerous webcomic articles has not sat well with some in the webcomic community. Modern Tales editor and Websnark blogger Eric Burns has written that “There are people — and Dragonfiend is clearly one of them — who are clearly going through Wikipedia looking for articles that should be weeded out as non-notable. and they’re doing it in fields they clearly — I mean, clearly — have no interest, experience or knowledge.”

Erfworld and PartiallyClips writer Rob Balder has expressed similar viewpoints, calling the deletion of the webcomics articles a “goddamned crime” and describing a “deletionist jihad” by “the politest bunch of book-burning assholes on the planet”. Balder also labelled “Deletionism” as a form of “naughtymancy” magic in Erfworld. Deletionism refers to the Wikipedia ideology that favours relatively rigorous standards for maintaining access to articles, as opposed to inclusionism which favours keeping and amending problematic articles.

There is concern among some webcomic groups that the notability guidelines are too rigorous for the typical webcomic. The standards usually require significant coverage in reliable sources that are independent of the subject, which is rare since even comics with dedicated followings do not always attract mainstream book publishers or reviews from mainstream journalists. It seems that this policy has alienated webcomic artists and fans and discouraged them from contributing to Wikipedia.

Conflicts such as this are not uncommon. Members of a Wikimedia Foundation mailing list pointed to other examples where the application of the rules has been perceived to be selective, leaving other communities disgruntled with a variety of Wikimedia projects, not just Wikipedia.

Australian troops in southern Iraq will shift to an “overwatch” role, says Defence Minister Brendan Nelson. Australia has around 460 troops in southern Iraq engaged in training the Iraq military and guarding Japanese military engineers. Dr Nelson says the soldiers currently on rotation in Iraq as part of Operation Catalyst will soon provide “front-line combat support” for coalition troops.

“We will move some time over the next three to four months pending the movement of the Japanese to supporting the overwatch program,” he told ABC radio. “So what we will be doing is we will be supporting the Iraqi security forces, Iraqi police and Iraqi local government in administering and managing their own affairs. And we will respond to requests from the Iraqi government.”

Overwatch was “a support program” that involved “providing covering fire to coalition allies in Iraq.” The Australian deployment was expected to end around July this year, but Dr Nelson has said the mission would now continue into next year. His statement followed the British announcement that it would withdraw 800 troops from Iraq in the next few months.

“The British and the Americans are looking at significant draw downs in two to three years. We haven’t set any such timeline… I think we will be there into 2007… We haven’t committed to another two to three years unlike the Americans. We take it on a day-to-day, week-to-week, month-to-month basis,” said the Minister.

Dr Nelson ruled out Australian troops being deployed to more dangerous areas, such as Basra, where the British troops have been based. But he declined to say whether the new mission will be more risky. He says “everything the troops do in Iraq is associated with danger.”

On March 7th, Australian Greens Leader Bob Brown slammed the Howard government’s determination to keep troops in Iraq, as American and British troops are withdrawn. “Australian troops are being subject to thoughtless bravado by John Howard and Brendan Nelson and they need to be brought home immediately,” Senator Brown said.

Operation Catalyst is the Australian Defence Force (ADF) contribution to the rehabilitation and reconstruction of Iraq. Operation Catalyst currently comprises approximately 1320 Australian Defence Force personnel.

Torture proliferates American headlines today: whether its use is defensible in certain contexts and the morality of the practice. Wikinews reporter David Shankbone was curious about torture in American popular culture. This is the first of a two part series examining the BDSM business. This interview focuses on the owners of a dungeon, what they charge, what the clients are like and how they handle their needs.

When Shankbone rings the bell of “HC & Co.” he has no idea what to expect. A BDSM (Bondage Discipline Sadism Masochism) dungeon is a legal enterprise in New York City, and there are more than a few businesses that cater to a clientèle that wants an enema, a spanking, to be dressed like a baby or to wear women’s clothing. Shankbone went to find out what these businesses are like, who runs them, who works at them, and who frequents them. He spent three hours one night in what is considered one of the more upscale establishments in Manhattan, Rebecca’s Hidden Chamber, where according to The Village Voice, “you can take your girlfriend or wife, and have them treated with respect—unless they hope to be treated with something other than respect!”

When Shankbone arrived on the sixth floor of a midtown office building, the elevator opened up to a hallway where a smiling Rebecca greeted him. She is a beautiful forty-ish Long Island mother of three who is dressed in smart black pants and a black turtleneck that reaches up to her blond-streaked hair pulled back in a bushy ponytail. “Are you David Shankbone? We’re so excited to meet you!” she says, and leads him down the hall to a living room area with a sofa, a television playing an action-thriller, an open supply cabinet stocked with enema kits, and her husband Bill sitting at the computer trying to find where the re-release of Blade Runner is playing at the local theater. “I don’t like that movie,” says Rebecca.

Perhaps the most poignant moment came at the end of the night when Shankbone was waiting to be escorted out (to avoid running into a client). Rebecca came into the room and sat on the sofa. “You know, a lot of people out there would like to see me burn for what I do,” she says. Rebecca is a woman who has faced challenges in her life, and dealt with them the best she could given her circumstances. She sees herself as providing a service to people who have needs, no matter how debauched the outside world deems them. They sat talking mutual challenges they have faced and politics (she’s supporting Hillary); Rebecca reflected upon the irony that many of the people who supported the torture at Abu Ghraib would want her closed down. It was in this conversation that Shankbone saw that humanity can be found anywhere, including in places that appear on the surface to cater to the inhumanity some people in our society feel towards themselves, or others.

“The best way to describe it,” says Bill, “is if you had a kink, and you had a wife and you had two kids, and every time you had sex with your wife it just didn’t hit the nail on the head. What would you do about it? How would you handle it? You might go through life feeling unfulfilled. Or you might say, ‘No, my kink is I really need to dress in women’s clothing.’ We’re that outlet. We’re not the evil devil out here, plucking people off the street, keeping them chained up for days on end.”
