On November 13, Torontonians will be heading to the polls to vote for their ward’s councillor and for mayor. Among Toronto’s ridings is Don Valley West (Ward 26). Four candidates responded to Wikinews’ requests for an interview. Countries and organizations from around the world are sending aid and help to victims of the devastating 7.0 magnitude earthquake that struck Haiti on Tuesday, damaging many buildings. The death toll is currently unknown, but estimated to run into the tens of thousands of people.

US president Barack Obama said in a press conference that “I’ve directed my administration to launch a swift, coordinated and aggressive effort to save lives and support the recovery in Haiti.”

Obama announced that aid from the US armed forces was coming to Haiti, noting, “Several Coast Guard cutters are already there providing everything from basic services like water, to vital technical support for this massive logistical operation.”

Obama continued: “[…] today, I’m also announcing an immediate investment of $100 million to support our relief efforts. This will mean more of the life-saving equipment, food, water and medicine that will be needed. This investment will grow over the coming year as we embark on the long-term recovery from this unimaginable tragedy.”

Obama said that the US would forge partnerships with Haitian people and Haitian-Americans, along with United Nations peacekeepers. He closed by saying, “To the people of Haiti, we say clearly, and with conviction, you will not be forsaken; you will not be forgotten. In this, your hour of greatest need, America stands with you. The world stands with you.”

The UN Secretary-General, Ban Ki-moon said that $10 million is being released from the international organization’s central emergency response fund.

Meanwhile, the UN’s World Food Programme (WFP), which already has an existing operation in the country, is beginning to distribute high energy biscuits which require no preparation before eating. On top of that, the WFP is airlifting 86 metric tons of food from their emergency hub in El Salvador.

A spokesperson for the WFP said, “In a normal day the World Food Programme will be feeding one or two million people in Haiti — and now we need to do even more, because the people have lost everything.”

China is also pledging aid to the country, despite the lack of official diplomatic ties between the two countries. Haiti recognizes the Republic of China, better known as Taiwan. Nevertheless, China has sent a 60 member search and rescue team to Haiti and the Chinese Red Cross is donating one million dollars in emergency aid.

Chinese Foreign Ministry spokesperson Jiang Yu said her country expresses sympathy to the Haitian government and people. Jiang says the Chinese foreign minister has sent a telegram of condolence to his Haitian counterparts.

An 80 member team from the United Kingdom of search and rescue specialists has arrived in Haiti to help in efforts there. British Prime Minister Gordon Brown said in a joint press conference with Toaiseach of Ireland Brian Cowen that the team has arrived in the country. He also announced that the government is pledging to match the UN’s US$10 million (£6.1 million).

Brown said, “It is a tragedy beyond imagination and there is a deep sense of loss felt by the whole of the British and Irish people about the tragedy that individual families in Haiti are experiencing at the moment. We send our message of sympathy and support to the people of Haiti at this most difficult of times.”

He added, “Where men, women and children are suffering under the heaviest of burdens, that place must, for that moment, become the centre of our world’s attention, the world’s compassion and the world’s humanitarian help.”

France is also sending aid to the French-speaking country, which at one time was a colony of France known as Saint-Domingue. France is sending two planes with rescuers and aid. Civil safety authorities in France are sending a team of 130 members consisting of rescuers, trained rescue dogs, doctors and nurses along with 12,000 tons of aid and rescue supplies.

Israel is sending rescue forces in two El Al planes carrying a 121-member delegation that includes 40 doctors, five search-and-rescue teams, and an army rescue squad. The IDF medical teams are preparing to spend two weeks in Haiti.

Spain has pledged $4.3 million (€3 million) in aid money and has 150 tons of aid ready to be delivered.

South Africa is sending a team of search and rescue specialists to Haiti in response to the devastating earthquake on Tuesday. It is the first of several teams being sent by a local civic group.

The head of South Africa’s Gift of the Givers Foundation, Emtiaz Sooliman, says his group is sending up to three teams of search and rescue specialists to Haiti to help victims of the earthquake and hopefully save some lives.

“These are people who have worked with building collapses, urban search and rescue and some of them have been involved in responding to previous earthquakes so they are highly skilled,” he said.

Sooliman says a second team is to depart as soon as he can book a flight for it.

Wikinews interviewed author Amy Scobee about her book Scientology – Abuse at the Top, and asked her about her experiences working as an executive within the organization. Scobee joined the organization at age 14, and worked at Scientology’s international management headquarters for several years before leaving in 2005. She served as a Scientology executive in multiple high-ranking positions, working out of the international headquarters of Scientology known as “Gold Base”, located in Gilman Hot Springs near Hemet, California.

The U.S. Supreme Court on Tuesday overturned a witness tampering conviction against accounting firm Arthur Andersen LLP for destroying documents related to now-bankrupt energy giant Enron Corp. The verdict virtually put Andersen, once one of the largest accounting firms in the world and the fifth-largest in the United States, out of business.

In a unanimous opinion written by Chief Justice William Rehnquist, the court threw out the verdict due to serious flaws in the jury instructions. The Fifth Circuit Court of Appeals had upheld Andersen’s June 15, 2002 conviction in Houston.

In the court’s view, the instructions allowed the jury to convict Andersen without proving that the firm knew it broke the law or that there was a link to any official proceeding that prohibited the destruction of documents. “The jury instructions at issue simply failed to convey the requisite consciousness of wrongdoing,” Rehnquist wrote. “Indeed, it is striking how little culpability the instructions required.” Rehnquist’s opinion also expressed grave skepticism at the government’s definition of “corrupt persuasion”–persuasion with an improper purpose even without knowing an act is unlawful. “Only persons conscious of wrongdoing can be said to ‘knowingly corruptly persuade,’ ” he wrote.

The ruling came very quickly, as oral arguments in the case had taken place on April 27. Justice Department attorneys claimed Andersen employees were instructed “undertake an unprecedented campaign of document destruction” in order to impede a Securities and Exchange Commission investigation into Enron’s conduct. Deputy Solicitor General David Dreeben likened Andersen’s behavior to “shredding its smoking guns.”

However, Maureen Mahoney, arguing for Andersen, countered that the employees involved merely followed the company’s policy on destroying unneeded documents, and that the shredding occurred before Andersen received a subpoena on November 8, 2001. She also claimed that under the government’s legal definition of “corrupt persuasion,” acquittal was virtually impossible.

The justices seemed to indicate which way they were leaning very early in oral arguments, as they peppered the government lawyers with hostile remarks.

Justice Antonin Scalia called the government’s theory of prosecution “weird.” Justice Sandra Day O’Connor was particularly troubled by the trouble the jury initially had sifting the evidence. “If this thing is so confusing,” she asked, “how is a businessperson supposed to know? How is a lawyer supposed to know?”

Andersen’s appeal was backed by the National Association of Criminal Defense Lawyers. In a friend-of-the-court brief, the association claimed that the government’s broad definition of “corrupt persuasion” put defense lawyers at risk for prosecution simply for advising clients of their rights to assert legal privileges or review document retention policies.

Despite the ruling, which returns the case to the Fifth Circuit, it is highly unlikely Andersen will ever return as a viable business. It lost nearly all of its clients after its indictment, and was forced to shut down its American accounting practice due to federal laws that forbid convicted felons from auditing public companies. The firm still faces more than 100 civil suits related to its audits of Enron and other companies. Once 28,000 employees strong, the Chicago-based Andersen is now down to around 200 employees who are largely occupied with handling the civil suits and other details of winding down the partnership.

Chelsea defeated rivals Manchester United 2-1 in an English Premier League match today, thereby moving to the top of the league table, two points ahead of Manchester United. Sir Alex Ferguson, manager of the losing side said the match officials were to blame for Manchester’s defeat.

Chelsea, managed by Carlo Ancelotti, was provided the lead by Joe Cole in the 20th minute. Didier Drogba scored again for the visitors (Chelsea) in the 79th minute. United’s Federico Macheda scored a goal two minutes later. The victory took Chelsea two points ahead of their rivals with five matches in hand for both teams.

Replays of Drogba’s goal showed that the striker was offside. In connection to this, the Manchester United manager commented, “What I can’t understand is the linesman’s directly in front of it. He has no-one near him and he gets it wrong.” He added: “A game of that magnitude, you really need quality officials and we didn’t get them today. It was a poor, poor performance.”

According to Ferguson, Chelsea were the title favorites for this season. “Five games left, they’re two points ahead and four goals better than us – they’re in the driving seat,” he said. “Chelsea are favourites now, there’s no question. I’m certain we’ll respond but we could win the next five games and not win it,” he added.

Chelsea manager, Carlo Ancelotti said that his team “kept a high intensity” in the first half of the match. “We had good control of the game. We trained very well during the week because we didn’t have a Champions League match. You lose a lot of energy. We played very well in the first half. It’s a very important victory for us and a very important performance. To win here is not easy, we did a good job,” he further commented

Ancelotti left out Drogba from the starting team and chose the team that defeated Aston Villa 7-1 last week. “It was very tough to take out Didier but he understood because he trained not 100 per cent during the week. I preferred to put him on during the match and he did very well because he was fresh and he scored a fantastic goal,” the Italian said.

Ancelotti agreed that Chelsea were favorites. He said it was normal as they were back at top of the league standings. “There are five games left and we have to stay focused. We are happy but nothing is decided so we must stay calm and focused on our game. [It has been a] good reaction after the defeat against Inter. My players are strong,” he noted.

Florent Malouda of Chelsea said that it was going to be very difficult to win the championship. “If we play the way we played today, we have a big possibility but it’s going to be very, very hard,” he said.

According to him, Chelsea “wanted to be on top of the league after this game.” He told Sky Sports that “it was hard but I think we played really well and for us it means a lot after the bad week we had. We had to react and we reacted in the best way.”

In a study scheduled for publication in the December 1 issue of Forest Ecology and Management, scientists from the University of California, Davis; USDA Forest Service Pacific Southwest Research Station; and University of Washington have found a way to resolve the conflict that has sprung up between protecting forests from increasingly frequent wildfires and droughts and preserving sufficient habitat for the endangered spotted owl, Strix occidentalis. The study was performed in two national parks in California, United States.

For the past twenty-five years, spotted owl habitat preservation has focused on keeping 70% or more of the total ground area covered by natural tree canopy, a tree density that leaves forests prone to wildfires and trees more likely to die during droughts. Both wildfires and droughts have become more frequent in the years since the program began.

However, the previous studies upon which the 70% figure was based only measured overall canopy coverage. In this work, researchers used aerial LiDAR (Light Detection And Ranging) imaging technology to scan areas within Kings Canyon National Park and Sequoia National Park in California. The regions were analyzed by distribution of foliage, tree height, and the sizes of the spaces between trees and stands. These data were then cross-referenced with decades of field studies showing the locations of hundreds of owl nests. They found that spotted owls clustered in areas with very tall trees and stands almost exclusively, over 150 feet (48 m), avoiding areas that only had moderate or low canopy, regardless of how dense or wide.

“This could fundamentally resolve the management problem because it would allow for reducing small tree density, through fire and thinning,” said lead author Malcolm North, of UC Davis and the USDA Pacific Southwest Research Station. “We’ve been losing the large trees, particularly in these extreme wildfire and high drought-mortality events. This is a way to protect more large tree habitat, which is what the owls want, in a way that makes the forest more resilient to these increasing stressors that are becoming more intense with climate change.”

The spotted owl gained national prominence in the United States during the 1990s, when environmentalists’ efforts to preserve its habitat resulted in federal measures forbidding logging on large swaths of land, as well as federal limits on the sales of harvested wood. There was a 1995 U.S. Supreme Court case which was preceded by lawsuits on the part of timber companies and by years of large protests by timber workers and their communities who feared job losses. For a time, it seemed that the spotted owl was also threatened by competition from the faster-breeding barred owl, which had moved west into its territory.

This is not the only major study of spotted owls to reach the public eye this week. On Thursday, the U.S. Fish and Wildlife Service released the California Spotted Owl Conservation Objectives Report, which analyzes the past several decades of research on the California spotted owl and provides recommendations for ecologically and economically viable conservation.
