The Canada Border Services Agency (CBSA) and the Royal Canadian Mounted Police (RCMP) announced Tuesday that they had seized approximately 160 kilograms of cocaine discovered in buckets of frozen mango puree imported from Mexico.

Investigations led the police to a shipping container destined for the Port of Montréal, in the Canadian province of Québec. A CBSA officer at the Container Examination Centre in Montréal identified the suspect container. The drug was found in brick-shaped plastic wrapping of about 4 kilograms in weight each. There were 1,200 buckets of frozen mango puree in the shipment, not all with cocaine inside.

RCMP Sgt. André Potvin told reporters that the value of the shipment was significant and was the largest maritime port drug haul in the force’s history. At CA$20 per half-gram, “that’s in the vicinity of $38 million,” said Potvin.

The investigation by the RCMP Drug Section, CBSA Intelligence officers, the Marine Security Enforcement Team and the Port of Montréal Security Group, determined that an import company, named Quality Mexport, was allegedly a front for the drug-smuggling operation.

Five Mexicans, holding visitor status in Canada, were arrested in the matter. They are:

  • Juan Manuel Huerta Canela, 31;
  • Jose Gerardo Bernal Vasquez, 52;
  • Jose Luis Navarro Ochoa, 33;
  • Jesus Manuel Villa Quiroz, 32; and
  • Alfonso Strag Estrada, age 50.

The suspects have been charged with importing and possession of drugs for the purpose of trafficking. The charges are allegations at this point in time.

Westchester County, NY to build affordable housing for non-whites

In a settlement, hailed by the United States Department of Housing and Urban Development (HUD) as a “historic civil rights settlement,” the county government for Westchester County, New York has agreed to spend US$51.6 million to build 750 affordable housing units that will primarily be offered to non-white minorities.

The settlement is the result of a federal lawsuit filed by the Anti-Discrimination Center of Metro New York (ADC) against the county under the False Claims Act, which alleged that the county was negligent in its oversight of federal funds that it received from HUD for community development which stipulated that it “affirmatively further fair housing.” The ADC suit which claimed $180 million in damages, also said the county failed to build affordable housing and reduce segregation in some of the more affluent communities.

Prior to the settlement, the United States District Court for the Southern District of New York ruled that Westchester had failed to analyze the effect of race in relation to access to fair housing when it applied for HUD funds.

The county redistributed the federal funds to town and village governments, and the court concluded it did so without ensuring that guidelines were being followed or considering where the affordable housing was being placed.

Westchester County admitted no wrongdoing and says it has “for many years considered the impact of race on affordable housing,” according to County Executive Andrew Spano.

Westchester County will also pay $8.4 million as a fine to the federal government and $2.5 million to cover legal expenses of the ADC.

630 of the 750 housing units must be built in communities which are less than 3% black and less than 7% Hispanic. The county will be required to market the homes “aggressively” to minorities, though federal law prevents them from being offered exclusively to certain races.

The case is a landmark for HUD and the way that the Obama administration will use the government agency.”This is about expanding the geography of opportunity for families who may have been limited in their housing choices. The agreement we announce today demonstrates Westchester County’s commitment to make sure its neighborhoods are open to everyone, regardless of the color of their skin,” said HUD Secretary Shaun Donovan. “This agreement signals a new commitment by HUD to ensure that housing opportunities be available to all, and not just to some.”

“This is consistent with the president’s desire to see a fully integrated society,” said HUD Deputy Secretary Ron Sims. “Until now, we tended to lay dormant. This is historic, because we are going to hold people’s feet to the fire.”

It is not yet decided where the affordable housing will be placed, but Westchester County has a number of towns and hamlets which qualify under the stipulated racial requirements, including Chappaqua, which is noted as the official residence of Secretary of State Hillary Clinton and former President Bill Clinton.

“Some constituents have had strong reactions, but that’s just based on what they read in the papers and what the headlines are,” said County Legislator Peter Harckham. “But there are no details yet to get excited about.”

“I certainly approve of nondiscriminatory policy for housing,” Alan Harrow, a resident of Somers, told The Journal News. “Looking at it from my own point of view, I moved into this very rural area, and if there’s suddenly a large housing development and 200 families there, it’s probably something I won’t really welcome.”

In Russia’s second largest city, St. Petersburg, four gas attacks left more than 70 people ill. Devices with wires, timers, and glass vials of a gas determined on scene to be methyl mercaptan were found in outlets of Makisdom, a home improvement chain store. The chemical is both naturally occurring and manufactured and is used as an oderant for detection of propane or natural gas leaks.

Store officials have said that they had received threats that sales would be disrupted before New Year’s. Russians traditionally give gifts on the holiday. Police officials said they believed a commercial dispute or a prank not terrorism.

The local emergency hospital was overflowed from the influx of ill people from the attacks. Valentina Matviyenko, Governer of St. Petersburg, said that those who sought medical help were not suffering any further medical problems.

A custodian at one of the stores found the devices and alerted police. The devices were found at another store with their vials broken. The devices in the two other stores were carried outside by employees and covered with buckets. The police explosives experts defused them.

Coinciding with Easter Sunday, Glasgow Cannabis Social Club’s annual 420 event was held on Glasgow Green, under sunny blue skies, and overlooking the river Clyde. Despite the city’s council attempting to revoke permission for the gathering at the last minute, police were happy for it to go-ahead with approximately a dozen officers attending in high-visibility vests.

The Daily Record reported five arrests were made for minor offences, likely smoking and possession of small quantities of cannabis. Taking a less-sensational — and more accurate — line of reporting, the Monday edition of Glasgow’s Evening News stated five were referred to the Procurator Fiscal who is responsible for deciding if charges should be brought.

Official figures provided by the police were that 150 attended. With people coming and going, Wikinews reporters estimated upwards of 200 attended, compared to nearly 700 who had signed up for the event on Facebook. Hemp goods were advertised and on sale at the event, and some attendees were seen drinking cannabis-themed energy drinks.

“I was searched and charged under the Misuse of Drugs Act (which is a lot of bollocks)” one attendee noted online, adding “not fair to happen on a brilliant day like it was, other than that I had a great day!” A second said they were openly smoking and ignored by police, who “were only really focusing on people who looked particularly young”.

Cannabis seeds were openly and legally sold at the event and a hydroponics supplier brought a motortrike towing an advertising trailer. Actually growing cannabis is, however, illegal in the UK.

With the event openly advocating the legalisation of cannabis, speakers put their arguments for this to a receptive crowd. Retired police officer James Duffy, of Law Enforcement Against Prohibition, spoke of the failed United States alcohol prohibition policy; stressing such policies needlessly bring people into contact with criminal elements. Highlighting other countries where legalisation has been implemented, he pointed out such led to lower crime, and lower drug use overall.

One speaker, who produced a bottle of cannabis oil he had received through the post, asserted this cured his prostate cancer. Others highlighted the current use of Sativex by the National Health Service, with a cost in-excess of £150 for a single bottle of GW Pharmaceuticals patented spray — as-compared to the oil shown to the crowd, with a manufacturing cost of approximately £10.

Tuesday, March 29, 2005A team of Australian surgeons yesterday reattached both hands and one foot to 10-year-old Perth boy, Terry Vo, after a brick wall which collapsed during a game of basketball fell on him, severing the limbs. The wall gave way while Terry performed a slam-dunk, during a game at a friend’s birthday party.

The boy was today awake and smiling, still in some pain but in good spirits and expected to make a full recovery, according to plastic surgeon, Mr Robert Love.

“What we have is parts that are very much alive so the reattached limbs are certainly pink, well perfused and are indeed moving,” Mr Love told reporters today.

“The fact that he is moving his fingers, and of course when he wakes up he will move both fingers and toes, is not a surprise,” Mr Love had said yesterday.

“The question is more the sensory return that he will get in the hand itself and the fine movements he will have in the fingers and the toes, and that will come with time, hopefully. We will assess that over the next 18 months to two years.

“I’m sure that he’ll enjoy a game of basketball in the future.”

The weight and force of the collapse, and the sharp brick edges, resulted in the three limbs being cut through about 7cm above the wrists and ankle.

Terry’s father Tan said of his only child, the injuries were terrible, “I was scared to look at him, a horrible thing.”

The hands and foot were placed in an ice-filled Esky and rushed to hospital with the boy, where three teams of medical experts were assembled, and he was given a blood transfusion after experiencing massive blood loss. Eight hours of complex micro-surgery on Saturday night were followed by a further two hours of skin grafts yesterday.

“What he will lose because it was such a large zone of traumatised skin and muscle and so on, he will lose some of the skin so he’ll certainly require lots of further surgery regardless of whether the skin survives,” said Mr Love said today.

The boy was kept unconscious under anaesthetic between the two procedures. In an interview yesterday, Mr Love explained why:

“He could have actually been woken up the next day. Because we were intending to take him back to theatre for a second look, to look at the traumatised skin flaps, to close more of his wounds and to do split skin grafting, it was felt the best thing to do would be to keep him stable and to keep him anaesthetised.”

Professor Wayne Morrison, director of the respected Bernard O’Brien Institute of Microsurgery and head of plastic and hand surgery at Melbourne’s St Vincent’s Hospital, said he believed the operation to be a world first.
