Wikinews finds citizens’ feelings, actions throughout Texas regarding West Nile virus threat vary greatly

Wikinews spoke to several residents of the US state of Texas finding varying opinions, and responses, to the threat from the West Nile virus; this, in contrast to the troubling media reports released recently. The state as a whole has seen more than 400 confirmed instances of the illness so-far this year.

A Longview woman, said, “[…] It’s terrifying. I’m so scared.” The woman was quick to point out a virus-related death occured in her city the same day. When asked about her daily routines, in light of the virus, she said, “I don’t go outside. I stay indoors. West Nile [virus] is bad.” The Director of Nursing for a large encampment located near Tyler said their operation had seen no cases of the illness, despite serving over 19,000 campers this summer. Her staff took no special precautions during August.

Although having some worries, Jimmy Philmont, 39, of Fairfield told Wikinews, “[…] I don’t let it keep me up at night. Overall, I’m not too scared.” Asked if he was aware of recent virus-related deaths in Texas, Philmont said, “Yeah, I am. That’s kind of scary. But, you have to live your life, you know? The world is hot now. You can’t go hide in a hole somewhere.” Earlier in the month, Tim Whitley, a city official in Malakoff, told Wikinews his city had began using a pesticide specialist to spray twice-weekly. Whitley explained two treatments per week is more often than usual for the city, “With the concerns in Dallas, we’re taking it seriously”, he said.

A nurse at a senior activity center in Austin told media she’d taken time to educate their facility’s clients about the virus and proper precautions; Adding, “They feel less alarmed and we try to protect our folks here […]”. Mark Kitsmore, 54, of Tyler said, “Honestly, I’m not too worried about it.” He jokingly commented, “I’ve probably used a little more bug spray over the past few weeks, though.”

Twenty-six people have died so-far this year as result of having contracted the virus, approximately half occurring in Texas. The mayor and county judge in Dallas have declared a state of emergency in response to the virus.

Cyprus and Malta adopt the euro

Today at midnight, the Republic of Cyprus and the Republic of Malta, both small island states in the Mediterranean and former British colonies, adopted the euro as their official currency; less than four years after their accession to the European Union. Because Cyprus and Malta are in different time zones, Cyprus adopted the euro one hour before Malta did the same. In both countries the euro was welcomed with outdoor celebrations, including a fireworks display in Malta’s capital Valletta. According to the BBC Cypriot Finance Minister Michalis Sarris has said the euro “will benefit consumers and businesses alike because of the eurozone’s low inflation, low interest rates and large market.”

The BBC reports that Cypriot and Maltese leaders “made symbolic withdrawals of euros from cash machines just minutes into the New Year.” TIME reports that Maltese Prime Minister Lawrence Gonzi had to wait a little while before getting his hands on the new currency because “an automated teller machine did not work when Gonzi tried to withdraw euros, and he was obliged to use a different ATM.”

The Cypriot pound (CYP) and the Maltese lira (MTL) will remain in use during a dual circulation period that will last until the end of this month, at which point they will cease to be legal tender. However, it will still be possible to exchange them for Euro free of charge after the end of this period. Commercial banks in Cyprus will exchange Cypriot pounds for Euro until 30 June, but only for amounts up to CYP 1000 per customer and per transaction in banknotes and up to CYP 5O in coins. The Central Bank of Cyprus will exchange coins until the end of 2009 and banknotes until the end of 2017. Maltese commercial banks will exchange Maltese lira for Euro until the end of March, with a limit for non-customers of MTL 250, whereas the Central Bank of Malta will exchange coins until 1 February 2010 and banknotes until 1 February 2018.

The single currency has replaced the Cypriot pound and the Maltese lira at a rate of one euro to 0.585274 Cypriot pound and 0.4293 to the Maltese lira, or 1.71 euro per Cypriot pound and 2.33 per Maltese lira. This conversion rate had been fixed on 10 July 2007 by Ecofin, the council comprising the finance ministers of the EU Member States.

Today with the adoption of the Euro, Cyprus and Malta have become even more integrated in the heart of the European Union, less than four years after they joined the EU.

Cyprus and Malta are the 14th and the 15th country to join the Eurozone, which already includes Austria, Belgium, the Netherlands, Finland, France, Germany, Ireland, Italy, Luxembourg, Portugal, Spain, Greece and Slovenia. All EU Member States are required to join the Eurozone once certain conditions are fulfilled, except Denmark and the United Kingdom which have negotiated a so-called opt-out that allows them not to adopt the single currency.

The Turkish Republic of Northern Cyprus, the de facto independent Turkish-controlled area in the north of Cyprus, will not join the Eurozone. Northern Cyprus is not part of the European Union and is recognised only by Turkey. As a result, the Turkish lira will remain the official currency in the north of the island; however, TIME reports that “many Turkish Cypriot merchants will also accept euros along with Turkish lira.” Cypriot Euro coins are inscribed in both Greek and Turkish.

The euro will also be legal tender in the Sovereign Base Areas, British military bases in Cyprus.

The national sides of the Cypriot Euro coins feature three separate designs for the three series of coins. The 1, 2 and 5-cent coins feature the mouflon, or wild sheep, the 10, 20 and 50-cent coins feature the Kyrenia ship, the wreck of a 4th century BC Greek merchant ship discovered in 1967 and salvaged closed to Kyrenia, and the €1 and €2 coins feature the Idol of Pomos, a prehistoric sculpture from the village of Pomos, three national symbols of Cyprus. The designs were jointly created by Tatiana Soteropoulos and Erik Maell.

The Maltese euro coins’ national sides will also feature national motifs. The 1, 2 and 5-cent coins will feature the altar of the Mnajdra temple grouping, a complex of three Neolithic temples on the southern coast of Malta and one of the oldest free-standing temple groupings in the world, the 10, 20 and 50-cent coins will feature the Coat of Arms of Malta, and the €1 and €2 coins will bear the Maltese cross, a symbol associated with an order of Christian warriors known as the Knights Hospitaller or Knights of Malta, which was based on Malta for more than 250 years after they had been given the islands by Charles V, Holy Roman Emperor. The designs of Maltese engraver Noel Galea Bason were selected after two rounds of public consultations in which people were invited to vote via SMS.

Both Cyprus and Malta have taken a number of steps to address fears of undue price rises. 7,130 Cypriot companies have subscribed to a Fair Pricing Code launched by the authorities and the Cypriot government urged companies to round their prices down. In Malta, the FAIR initiative, a fair pricing scheme, was put in place in January 2007. This scheme, which provides for administrative fines for those failing to respect their commitment, now involves 80% of all retail outlets. Malta, according to the BBC, has also signed 12 price stabilisation agreements with importers, which will last until March 2008.

In both countries, the authorities will monitor retailers to ensure they do not exploit the changeover for unfair gain by rounding up their prices, contributing to inflation.

Toyota announced on Friday that it will recall around 17,000 Lexus vehicles in response to risks of the fuel tank in the cars leaking after a collision.

The Lexus HS 250h model was subjected to the recall following a US National Highway Traffic Safety Administration (NHTSA) investigation. Despite previously passing Toyota safety inspections, the conclusions of an NHTSA sub-contracted investigator were that; when the vehicles in question collided with an object at more than fifty-miles-per hour, more than 142 grams of fuel, the maximum allowed by US law, leaked from the crashed car.

According to Toyota, further tests did not show any additional failure of the fuel tank.

In response to the findings, Toyota issued a recall of all affected vehicles, since the company had no solution immediately available. The recall includes 13,000 cars already sold, as well as another 4,000 still at dealerships.

Toyota says it plans to conduct further tests to determine the cause of the leak. A Toyota spokesman, Brian Lyons, said that the company was “still working to determine what the root cause of the condition is.” It’s still unclear when exactly the recall will take place, or when dealerships will be allowed to sell this model again. Lyons said that Toyota is “working feverishly to get this resolved as soon as possible.”

Toyota isn’t aware of any accidents stemming from the leaking fuel tank in the affected vehicles, first introduced in the summer of 2009.

SpaceX called off the much-delayed inaugural launch of their new Falcon 1 rocket on Saturday from Kwajalein’s Omelek Island launch site. The intent was to launch the U.S. Air Force Academy’s FalconSat 2 satellite, which will monitor plasma interactions with the Earth’s upper atmosphere and magnetosphere.

The launch was delayed, then finally cancelled after an oxygen boil-off vent had accidentally been left open. The oxygen was unable to cool the helium pressurant, which then proceeded to evaporate faster than it could be replenished. A main computer issue, probably serious enough to cause a scrub on its own, was also discovered.

This long-anticipated flight was originally expected to be launched in January 2005, however a series of setbacks forced a series of delays, with the flight most recently scheduled to be in early 2006. It was intended to be launched from the Kwajalein atoll in the middle of the Pacific Ocean.

The maiden voyage was originally intended to launch from Vandenberg Air Force Base in California with a Naval Research Laboratory satellite and a Space Services Incorporated space burial payload.

An exhausted Charles Kennedy returned to the election campaign to launch a twenty page Liberal Democrat manifesto targeted at disaffected Labour voters, promising a fairer tax system and withdrawal from Iraq.

Entitled The Real Alternative the manifesto pledges to reduce the lowest rate of income tax, but increase the rate on those earning over £100,000 to 50%. The party would also scrap the unpopular local council tax in favour of a new local income tax. The manifesto also promises to remove hidden “stealth taxes”.

Under this system the party claims the poorest 15 million (25%) of people in Britain would be better off, and the middle 50% would be paying no extra tax.

The manifesto promised to scrap the controversial university tuition fees, increase services for pensioners and add £100 a month to the state pension, and train 21,000 new primary school teachers and 10,000 new police. A Lib Dem government would make eye and dental checks free, and reduce the cost of prescription medicine.

The Liberal Democrats were the only one of the three largest parliamentary parties to have consistently voted against the Iraq war, and the manifesto has promised an exit strategy with a phased withdrawal of Britain’s 8,000 troops still in the country.

“We reject a foreign policy based on ‘my ally right or wrong’,” Kennedy said. “And we say that war should always be a last resort.”

Kennedy, who became a father on Tuesday, admitted he’d had little sleep before the manifesto launch, and stumbled while answering questions on the proposed tax system.

Former Salt Lake City mayor and human rights activist Rocky Anderson took some time to discuss his 2012 U.S. presidential campaign and the newly-created Justice Party with Wikinews reporter William S. Saturn.

Anderson served as mayor of Salt Lake City for eight years (2000–2008) as a member of the Democratic Party. During his tenure, he enacted proposals to reduce the city’s carbon emissions, reformed its criminal justice system, and positioned it as a leading sanctuary for refugees. After leaving office, Anderson grew critical of the Democratic Party’s failure to push for impeachment against President George W. Bush, and for not reversing policies on torture, taxes, and defense spending. He left the party earlier this year and announced that he would form a Third party.

Anderson officially established the Justice Party last week during a press conference in Washington D.C.. He proclaimed “We the people are powerful enough to end the perverse government-to-the-highest-bidder system sustained by the two dominant parties…We are here today for the sake of justice — social justice, environmental justice and economic justice.” The party promotes campaign finance reform and is attempting to appeal to the Occupy Wall Street movement. It is currently working on ballot access efforts, and will hold a Founding Convention in February 2012 in Salt Lake City.

Among other issues, Anderson discussed climate change, health care, education, and civil liberties. He detailed his successes as mayor of Salt Lake City, stressed the importance of executive experience, and expressed his views on President Barack Obama and some of the Republican Party presidential candidates. He spoke in depth about former Massachusetts governor Mitt Romney, with whom he worked during the 2002 Winter Olympics, and fellow Utahan, former governor and U.S. ambassador to China Jon Huntsman, Jr..

Cathedral Square, Sydney, Australia —Wikinews attended the Wheelchair Rugby Tri-Nations Series in Cathedral Square, Sydney, ongoing from Wednesday. This is the first time an international wheelchair rugby event has been held outdoors, and in this arena. Three nations are competing: the United States, Australia, and New Zealand.

The venue is Cathedral Square, Sydney, which is adjacent to Hyde Park. The Sydney Central Business district is on the other side of the park. An outdoor stadium has been constructed specifically for the tournament, which is believed to be the first time an international wheelchair rugby tournament has been held outdoors. This choice was validated by the fine and warm weather. Free sunscreen was given to the crowd.

The Opening Ceremony was officiated by Australian Paralympic Committee Chief Executive Officer Jason Hellwig. In attendance were the Premier of New South Wales, Barry O’Farrell, the Deputy Lord Mayor of Sydney, Robyn Kemmis, and Paralympic swimmer Matthew Cowdrey. A large crowd, mostly consisting of school groups, was entertained by boy band Justice Crew singing their hit Best Night.

Each team is to play the others two twice, on Wednesday September 18 and Thursday September 19. Finals are to be held on Friday. All three teams are highly ranked internationally. The United States team is ranked number one in the world. It won bronze at the 2004 Summer Paralympics in Athens, gold at the 2008 Summer Paralympics in Beijing, and bronze at the 2012 Summer Paralympics in London, and is the current world champion. This is its first visit to Australia since the 2000 Summer Paralympics.

The Australian team, known as the Steelers, is ranked second in the world. It won silver in Beijing and gold in London. The team is almost unchanged from the one that won in London. Greg Smith has become the assistant coach.

The first game, held immediately after the Opening Ceremony, was between the United States and Australia. The United States proved the better team, forcing errors and turnovers. Three turnovers in the first quarter were especially costly for the Steelers, who lost 56–43.

The second game was held at 17:30 under lights. The crowd was small, but there were a number of New Zealand fans in the crowd, including a few Maori. Two of the New Zealand players are also Maori. The well-disciplined United States team proved too good for the Wheel Blacks as well, who lost 58–40 in an entertaining contest.

The third game was at 19:30, between Australia and New Zealand. The Australians led the whole game, which was nonetheless entertaining to the last. In the dying seconds of the game, Australia’s Ryley Batt shunted a stalling New Zealand player across the line to force him to score, then threw the ball to team mate Chris Bond, who raced for the line at high speed but was beaten by the buzzer. Australia won 61–48.

The New Zealand team, known as the Wheel Blacks, is ranked tenth in the world. It won gold in Athens.

Highlights of the tournament are scheduled to be shown on Foxtel Sports in Australia on September 28 and 29.
