Parts of the Indian state of Gujarat have been under curfew since Tuesday. At least seven are reported dead, with over 100 buses and dozens of police stations burned, after protests over job quotas turned violent in several major cities including Ahmedabad, Surat, and Rajkot.

The violence is thought to have started after a brief attempt by police to arrest protest leader Hardik Patel, 22 or 21. There have been weeks of protests by members of the Patel caste, with the most recent involving an estimated half a million people.

Ahmedabad, the largest city in the state, has seen the closure of public transport, internet access, schools, and businesses. Ahmedabad is being patrolled by 400 military personnel. The national government has deployed several thousand paramilitary personnel to assist the state government.

The Patel caste, who form up to a fifth of the state population, are generally seen as being affluent businesspeople. However, they want their community to be given the status of Other Backward Class, which would result in eligibility for reserved jobs. They feel they are under-represented in higher education and are suffering in a regional economic downturn.

Amongst those calling for an end to the violence was Prime Minister Narendra Modi, who said “each and every issue can be resolved through talks” during a televised broadcast. He was elected last year and was previously the Chief Minister of Gujarat for more than twelve years. He was in power in Gujurat during sectarian violence in 2002 which resulted in about a thousand deaths.

More bombs went off just after midnight (0500 GMT) on New Year’s Day in Bangkok, injuring eight people near a shopping mall where hours before a New Year’s Eve countdown was cancelled due to a string of six bombings earlier in the evening.

The first bomb exploded at a seafood restaurant on the Saen Saeb Canal near Pratunam Pier just seconds after midnight.

Three foreigners and two Thais were injured. One of the foreigners had her legs amputated by the blast, according to television and local newspaper reports. The foreign tourists were having dinner at the restaurant.

Police said the bomb was hidden in a tire at the pier.

A second bomb exploded in a telephone booth near a pedestrian bridge at CentralWorld, where thousands of people had gathered earlier in the evening for a countdown party and had been urged by authorities to leave the area and go home. Several foreigners were injured and rushed to hospitals.

Another bomb was found and disposed of without incident at Suan Lum Night Bazaar, another late-night venue for tourists.

A possible bomb was investigated at Buddy Bar, a popular music venue on Khaosan Road. It turned out to be a false report. Police had earlier closed the venue and other bars on the street frequented by backpackers, urging people to return to their hotels and guesthouses.

Earlier in the evening, bombs had gone off at six locations across the city, from about 6:00 p.m. to 7:30 p.m. Twenty-five people were injured and three later died at hospitals from their injuries. The biggest toll was at Victory Monument, where 17 people were injured, two of them dying from their injuries. Other targets were a police booth at Saphan Kwai intersection, where two people were injured, and a market in Khlong Toei, where three people were injured, one fatally. At Seacon Square shopping mall, a bomb was found in a trash can inside the mall and taken to the parking lot, where it exploded without injuring anyone. Police booths on Sukhumvit Soi 62 and in suburban Nonthaburi were also hit, but there were no injuries.

After the bombings, Bangkok Governor Apirak Kosayothin had ordered the cancellation of the countdown celebrations at Central World and Sanam Luang and other smaller ones.

“Due to several bomb explosions in Bangkok and for the sake of peace and security, I would ask all of you to return to your homes now,” Apirak told a crowd of around 5,000 people at CentralWorld. Most of the crowd dispersed quickly and calmly.

Army Commander-in-Chief General Sonthi Boonyaratglin ordered soldiers deployed around the capital. Security was intensified on the Metro and Skytrain rail systems. The Skytrain cancelled plans to run all night and closed at midnight as usual. Department stores closed early.

Prime Minister Surayud Chulanont visited victims at a local hospital. He appeared on television looking tense, telling reporters he didn’t know who was responsible for the attacks.

Surayud was appointed premier after a coup d’état on September 19 in which the military led by Sonthi ousted prime minister Thaksin Shinawatra.

The Nation newspaper quoted a “security source” as saying “the old power clique” was behind the bombing.

However, there is also the ongoing violence by Muslim separatists in the South Thailand insurgency, which has left 1,900 people dead since 2004.

The sole United States manufacturer of a key component of lethal injections announced Friday that it will cease production of the drug, contributing to shortages and delaying executions.

Sodium thiopental, the first of a three drug cocktail used in 34 states to render the prisoner to be executed unconscious, was manufactured in Italy until Italian authorities stated that they would only license the manufacture if it was used for medical purposes and not, crucially, for executions.

In a statement, the company, Hospira, said that they have never condoned the use of their drug, marketed as ‘Pentothal’, in executions, and that they could not “prevent the drug from being diverted to departments of corrections for use in capital punishment procedures”.

The move means that the United States is without a viable supplier for sodium thiopental. Although many European countries manufacture the drug, which is primarily used in Europe as an anæsthetic, no manufacturer has been found that is willing to supply it for use in conjunction with the death penalty, the abolition of which has been lobbied by the EU since 2008.

The shortage means that executions in California and Oklahoma have been delayed, with Texas’ last remaining stocks of the drug due to expire in March, weeks before two scheduled executions. These delays are likely to be prolonged as the legal process of drawing up new drugs to be used for injections is lengthy. Pentobarbital, an alternative which used at the Dignitas clinic in Switzerland, is used for lethal injections in Oregon, and has started to be used by Oklahoma.

Hospira’s decision caused mixed reactions throughout the medical community, with the American Society of Anesthesiologists stating Monday that sodium thiopental is an “important and medically necessary anesthetic agent” that is a “first-line anesthetic in many cases”, citing geriatric and cardiovascular conditions, among others. It said that, although they disagree with the death penalty, “we also do not condone using the issue as the basis to place undue burdens on the distribution of this critical drug to the United States. It is an unfortunate irony that many more lives will be lost or put in jeopardy as a result of not having the drug available for its legitimate medical use.”

Oil, natural gas, and gasoline futures prices are all rising in anticipation of the Hurricane Rita landfall on Friday. The market price for crude oil is rising about 1% a day, while gasoline futures rose 5% both Wednesday and Thursday. Natural gas prices are also rising, with NYMEX Henry Hub price index showing an increase of over 3.5% on Thursday. Oil refineries in the path of the storm, despite the pressure exerted by rising oil prices, are expected to increase their prices which in turn will be reflected at the pump.

The price for crude oil is expected to reach US$68 a barrel after reaching the all-time high in the U.S. at $70.85 on Aug 30, in fear of the landing of Rita along the U.S. Gulf Coast. Along the Texas gulf coastline, whose key U.S. oil production facilities were largely untouched by the catastrophic Hurricane Katrina onslaught three weeks ago, production and distribution facilities have been battened down.

Rita was downgraded to a Category 3 storm Friday as it neared the coast. The storm, packing sustained winds of 125 mph, appears headed for the border between Texas and Louisiana. Hurricane force winds extend up to 60 miles from the center, according to the National Hurricane Center. The storm, currently, is the third-most intense hurricane ever recorded in the Atlantic, just behind Gilbert in 1988 and the 1935 Labor Day hurricane.

Regions of Texas near where the storm is expected to land is home to the biggest concentration of U.S. oil refineries, accounting for 26 percent of the nation’s total capacity. After Katrina made its landfall in Louisiana last month, four damaged refineries in Mississippi and Louisiana were shut down, crippling 5 percent of the US capacity. Eighteen of the 26 refineries in Texas are located on the Gulf of Mexico with a combined distillation capacity of 4 million barrels daily.

The National Weather Service has issued a flood watch for the Texas coastline, including Galveston, where the nation’s largest oil refinery belonging to Exxon Mobil Corp. is located.

“Some of those refineries in Texas, they’re at sea level. It’s a table top, it floods very easily, said Ed Silliere, vice president of risk management at Energy Merchant LLC in New York.

Plants have shut down as Rita advances. Shell Oil shut down its seventh-largest refinery in Deer Park, Texas. There is no date set for resuming production. Conoco Philips is shutting its Old Ocean, Texas, refinery. BP is pulling some workers from its Texas refinery and shutting parts of the fourth largest plants in US. Valero, the largest U.S. refiner, said it is closing its plants in Texas City and Houston, with the shutdown to be completed by midday Thursday.

The Organization of Petroleum Exporting Countries (OPEC) agreed at its meeting in Vienna on Tuesday to effectively suspend its quota system for the first time since 1991 Gulf War to relieve the rising oil price by pumping an estimated additional 2 million barrels of oil a day, which will begin at Oct 1 and last for 3 months.

The head of the U.S. Energy Information Administration (the statistical and analytical wing of the U.S. Department of Energy), Guy Caruso, criticized OPEC for constraining production to keep prices high after the 11-member oil cartel pledged to make available the additional 2 million barrels daily.

“Without question,” Caruso said Wednesday when asked during a Senate Commerce Committee hearing whether OPEC has contributed to soaring oil prices, “OPEC policy has been to constrain production and collude… Under the FTC definition of collusion and price-fixing, yes.”

According to OPEC, 62 percent in U.K., and 24 percent of fuel prices in the U.S. consist of taxes. Consuming nations have a responsibility to invest in refineries and to lower taxes if they want lower fuel prices, OPEC President Sheikh Ahmad Fahd al-Sabah said. He is the oil minister of Kuwait.

A recent scientific review, involving more than 300,000 people across several previous studies, has revealed that inadequate social networking and frequent isolation can have negative effects on a person’s health equal to that caused by smoking and alcohol abuse. It was found that those who experience sufficient social interactions were 50 per cent more likely to be alive when re-examined eight years later than those who were more socially isolated.

The scientists on the project ranked having low-quality relationships with friends and family as equivalent to frequent substance abuse (that is to say, 15 cigarettes a day or heavy alcohol consumption) but worse for a person’s health than not participating in exercise and being obese.

Timothy Smith, project leader from Brigham Young University (BYU), in Utah, claims that “the importance of having a network of friends and good family relationships is comparable to quitting smoking and exceeds many risk factors of mortality such as obesity, physical inactivity.”

Related studies have shown that quality relationships stimulate mental and physical health. Smith went onto suggest that General Practitioners should also examine a patient’s social network to promote good health.

“Physicians, health professionals, educators and the public media take risk factors such as smoking, diet and exercise seriously. The data presented here make a compelling case for social relationship factors to be added to that list,” he continued.

Peng Chang-kuei, a Chinese-born chef credited with creating the internationally popular dish General Tso’s chicken, was yesterday announced to have died by his son.

Chuck Peng told The Associated Press his father died of pneumonia in Taipei, Taiwan on Wednesday. The chef fled China to Taiwan in 1949 and invented the dish shortly thereafter. In the 1970s Peng opened a New York restaurant, which he claimed was a regular haunt of Henry Kissinger. Peng credited Kissinger with the dish’s popularity.

Peng conceived the famed dish, which is unknown in China, as unfried. Garlic and soy sauce provided flavour, as did chillies. Today the chicken is served across the US as fried chicken in a sweet, sticky sauce. The chillies remain, with broccoli also appearing. Peng named it after Zuo Zongtang from his native Hunan Province; Zongtang assisted in suppressing the 19th-century Taiping Rebellion.

Peng said the meal was invented for a US admiral visiting Taiwan. Over three days, Peng was contracted to produce several banquets, with not one repeated dish. After exhausting traditional chicken dishes Peng said he created what became General Tso’s chicken as an experiment.

In later years he ran Peng’s, a chain of Taiwanese restaurants. General Tso’s chicken also remained popular across the US. His son claimed he remained working in the kitchen until a few months before his death, at 97. In a documentary two years ago, shown photos of General Tso’s chicken served in the US in modern times, he remarked “This is all crazy nonsense.”

Running away from his farming family in Changsha, Peng trained under Cao Jingchen. He fled communist rule that followed the 1930s Japanese invasion. He fathered seven children, six of whom remain alive, from three marriages. Chuck Peng described his father as “very good to other people, [but] very hard on his family.” Peng Jr. spoke of a “very demanding” man who “thought other people’s cooking was no good.”

Two years ago the Taipei City Government awarded Peng an Outstanding Citizen award. Peng, then 95 and unstable, collected the award in person and delivered a speech in Mandarin Chinese.
